b. Change in SubFinder System: Check your information and contact HR regarding any discrepancies. Let site secretary know of any problems with the system.
c. Health Insurance: We hit our target of 50+ new members for The Standard campaign last month.
d. STRS: Encourage all members who have been teaching for 5 years or more to start thinking about retirement planning and make an appointment with STRS. Appointments will be held at NVEA office this year. Call STRS or sign up online for appointments. STRS will next be in Napa on November 17.
e. IBPS Training: Site rep(s) and administrator(s) attend together. Will be held in Room 205 on 1/12 and 2/9 for elementary and on 1/15 and 2/11 for secondary.
f. Teacher Shortage Video: https://youtu.be/2qz7dysrSFw. What can we do? District is actively looking for new substitutes and will be holding one or more Substitute Fairs to give information, training, etc.

- Welcome and Adoption of the Agenda. Agenda adopted.
- Adoption of the Minutes from September 28, 2015: Minutes approved; available on the NVEA website.
- Committees: Sign-ups sheets were out on the sign-in table. No time to meet today due to guest Karen Strong.
- Treasurer’s Report—Dave Estes
- NVEA Budget Review: Linda reported that the budget committee is proposing the budget that was distributed today. Will vote on in at the next Rep Council meeting in November.
- Karen Strong—Director of Teaching & Learning K-12: The state has $490 million to allocate to districts through AB104 (California Educator Effectiveness Funding). This is one time money that must be spent by June 2018 in the following four areas: 1) Beginning teacher and administrator support and mentoring (such as BTSA); 2) Professional development, coaching, and support services for teachers (such as PAR program); 3) Professional development for teachers and administrators that is aligned to the state content standards (similar to the CCSS one-time money we got a few years ago); 4) To promote educator quality and effectiveness. The allocation for our district is based on the number of certificated staff. NVUSD will be getting $1,442.402.00 with 80% ($1,153,922) coming in December and the other 20% ($288,480) coming in March. We cannot spend any money until a plan is approved by the School Board (plan has to be introduced at one Board meeting and approved at a second board meeting - goal is to have it approved by January). Site reps generated interests and options regarding how to use the money in each of the four areas mentioned above. District is putting together a sub-committee to look at how to spend this money; would like to have 6 teachers participate. There will be 6 meetings between November and January from 3:15-4:45. - First Vice President/Chief Negotiator—Gayle Young:
- Negotiations: Special Education committee doing an MOU on verbage to correct erroneous contract language. Workload committee based on needs communicated from members. Workload committee will be sending out a survey to every member to gather information regarding current issues. Encourage members to complete the survey; the more information we can get the better. Certificated salary schedule committee looking to update our salary schedule to address issues with that. Certificated evaluation committee looking to try to align evaluations with what CTA has been doing to make it focused on positive growth, not about discipline and not to include test scores. Stipend committee looking at gathering information from across the district regarding all the various stipends, EWAs, etc being offered and what the job duties are that are attached. Site reps check with teachers and email information to Linda. Health care will continue to be monitored.
- Membership: Forward any correction slips to Gayle. Some new teachers have received their cards, but not all have arrived yet. Gayle will send out as soon as she receives them.

- State Council—Patty Wyman: Gayle went in place of Patty this time and explained that State Council is comprised of representatives from every school district in the state. They gather four times per year and discuss current issues and recommendations for policy. One area talked about this time was engagement strategies. Jerry Eaton, the CTA director for our region, is coming to our next Rep Council meeting to discuss engagement strategies.
- Director of Communications—Mike Willmarth:
