Executive Board Meeting
Monday, March 20, 2017

In attendance:  Gayle Young, President, Debbie Kmiec, Secretary, Ginger Dunne, Treasurer & Chief Negotiator, Erin Reilly, Director - High School, Courtney Garcia - Director - Human Rights, Karen Fleming, Director - Middle School, Mike Wilmarth, Director - Communicaitons, Steve Savage, CTA

Introductions

  • Approve Agenda - all approved
 
  • Approve Minutes of February meeting - Courtney Garcia approved the minutes
 
  • NVEA Budget Report
    • We are fine with money
 
  • NVEA Council
    • Nurses - 4 nurses left in the district, would like to have certified nurse in every school site
 
    • Elememtary Prep Schedules - still in project
 
    • Salary Schedule - meeting tomorrow with Phillips so they are on the same schedule as the rest of the district.  They currently give up $90 month which is going away
 
    • Workload-echo, etc - Dave Damico visited REdwood they are working towards getting rid of some of boulders with Agilix, goal is to get a simpler ECHO w/easier point of entry, stated if ECHO is not up to par by start of next year teachers wont be forced to use it.  There is ECHO lite
 
    • Elementary Prep Schedules - still gathering schedules from each site.  Starting point needs to have us all stop banking our minutes and have full hour of daily prep and they want all three levels to be the same, however that is unrealistic.  
 
    • Grading summit -
      • Elementary - meeting last week on new report cards still a work in project
 
      • 8-12 - split into 2 groups 1)looking at structure and mechanics and 2)Philosophy take - concerns mostly with high school and transition to college, Some middle school teachers want to do away with letter grades.  Difficult to haggle over what structure looks like until you have structure set
 
    • Stipends - finished
 
    • Evaluations - desire to go slow, slightly restructuring to use the CSTP, use a rubric, wider range emerging, putting in place etc.
 
    • PBIS - on going
 
  • President Report
    • Affordable Housing - Gayle has a draft report in regards to the district looking at affordable housing for district employees to purchase houses so that the district can aquire qualified teachers who actually live in the city they teach for
 
    • Safe & Welcoming Schools Resolution - Vacaville Teachers Association would like us to vote at our site rep meeting in support of their resolution Safe and Welcoming Schools for all students
 
    • District Budget Update - board meeting thurs presentation by Wade Roach about budget 33 pg document attached to school board agenda (3/16/17) talked about 16-17, revenues coming in, total funds available, projected ending balance of general fund $1.2 million, ADA funding projections are less, funding with actual numbers for 2016-17 and what is paid the most, recent trends letter from Vintage High School with questions re: budget, .6 counselor went down to a .4, only temp teachers got pink slips, transfers are happening, counselors were cut at HS by 1, academic specialists cut to .5 at elementary level, there will be intervention teachers at  elementary but they will be part time, state originally said base budget was $292 per student, however we actually only got $57.  New Asst. Superintendent - Mary Ann Villas from the peninsula area seems to know her stuff, contract protects class sizes, contacts, etc.  3% reserve for 2017-18, 20 reductions each additional year due to decreased enrollment.
 
    • NHS - Napa Indian mascot task force met, consisted of 3 native americans, alumni, current students, and other concerned community members run by John Glaser done with best intentions.   Not everyone is happy with outcome.  General consesus was that the name needs to change.  Football hazing incident came to fruition amongst all of this 3 students have been expelled and there are more hearings taking place. Very messy situation because some victims are actual perpetrators.  Head Football coach resigned his position due to different philosophies on football and coaching staff.  The “coaches” decided as a group that it would be all or none thus resignation of the head coach and none of the other coaches applying for coaching positions.  Napa is also losing their choir director with Travis Rogers retiring.  There was a concern about management with walkouts, what rules and guidelines are being put in place?  
 
    • VHS - threat was centrally located a printer was remotely printing threats, there are possible names
 
    • PBL with Rigor - Gayle went to event this morning, changes idea of PBL like shift from standard based to common core, she thought it was mindblowing.  Presenter was superintendent in Ross Valley, he actually worked at New Tech High and Buck Institute.
 
    • Scholarships - Vintage candidate applications came in we decided to put names in a box again and randomly select application.
 
    • Elections - information came back for the RA elections with Gayle as a condidate. Mike will be going since he is being funded by Redwood.  Gayle’s position as State Council rep was only 1 year to finish off Linda’s term so we will have to have an election for that position.
 
    • Transfers - nothing to tell, they are happening right now and doing speed interviewing for voluntary transfers
 
    • MOU on Class Size - to freeze class size, and on elementary resource teachers caseload frozen at 26
    • NTHS Waiver - Discussion regarding additional day waiver
 
    • Day of Action - May 1
