Exec Board/Council Meeting

In attendance:  President - Gayle Young, Vice President - Mary Duenow, Secretary - Debbie Kmiec, Treasurer/Chief Negotiator - Ginger Dunne, High School Director - Erin Reilly, Middle School Director - Karen Fleming, Elementary School Director - Kristin Pruitt, Human Rights Director - Courtney Garcia, Communications Director - Mike Willmarth,

  • Welcome
 
  • Review of Agenda
 
  • Member Engagement Plans (Form, visits, etc) - Gayle is giving them out.  Are you willing to help continue to make a difference (suggestion to change what Gayle got from VTS).  There is a power point available about union and the salary situation in Wisconsin.  Our teachers need to see what the union is doing for NVUSD teachers.  Because we are teachers, we are employees of the government.
 
  • Accountability Wall Charts - is going to continue in order to hold our site reps accountable to our members and the job that they are being compensated for.
 
  • IBPS Training - training next week and the re-training (the biggy will be next year)
 
  • Formula and Budget Conversation
    • Governor’s Budget - number is looking about $3.5million in cuts for next year, governor will be fully funding LCFF, looks like a little bit of extra that will come as a one time from state,2.5% COLA increase rolled into base funding.  There is an MOU on file that any one time money is to go to building the reserve.  Talked about Wade’s presentation to the board and his presentation focuses a lot on building the reserve.  May revise still pending and so anything rumored is just that, anything can happen between now and May revise and our budget needs to be sent to the board.
 
  • Roadshows - 3 roadshows coming up 2/13 NHS, 2/15 VHS, 2/21 ACHS attend one or all that is most convenient.  Good place to go and ask questions.  End of February there will be a day long meeting with all stakeholders represented.
 
  • New Superintendent Search - Patrick Sweeney announced retirement June 2018.  Keith Larick is doing the search (he did the search the last time we were in need of a superintendent.  The board does the hiring and they will get input from Exec Board as well as a variety of other entities. 
 
  • Negotiations -committees
    • Evaluations - 2 prototypes are being tried at the present time.  Surveys were sent out to focus groups and our not at a place to write language into the contract.  Discussion on the 5 year plan if you fit the criteria that it is automatic and if the evaluator/evaluatee want to go back to evaluating every two years there needs to be a conversation.
 
  • Class size - meeting on Thursday - focusing on PE and Music classes surveys are being sent out to PE teachers to get input of what their class sizes are etc.
 
  • PBIS - met with Laura Mooiman and Mike Mansuy still around idea of how we build a system that gives teachers the ability to take students who are on going disruptions to get them help so teachers can actually teach and students can learn. There isn’t a uniform approach to Tier 1 education.  Hard to get teachers to buy in when they don’t see results.  The ed code skews toward students having a right to be in class.  Goal is to not have kids out of the room.  Should there be board policy around disruptive students taking away from the learning of the rest of the class.  Ginger went to a conference (13 people from NVUSD) formative assessment and standards based grading.  Looking at moving towards priority standards and then proficiency standards. All who attended felt that uniformity makes sense and we will be hearing more about it.
 
  • SPED met and discussed focusing on clear language defining 504 vs IEP, caseloads, aligning teaching with caseload is huge, resource caseload at elementary is 26, secondary resource caseload is 28 (which is ed code).
 
  • Workload - met inviting MaryAnn Valles same conversation, “How do you manage the work that we are being asked to do?”  David Damico came from a district that implemented a model where anytime something new was going to be brought on board those people were able to provide input with what was needed to successfully implement
 
  • Communications - Mike met with some social media people at state council, pictures were posted from Women’s march down in LA.  If there is something that goes on at our site that is cool, take some pictures and send them to Mike to post on our website
 
  • Post Women’s March - Mary walked with the NVEA banner.  Nancy Moore helped Mary carry banner.  There were a lot of comments
 
  • Napa Solano Labor Council - group that works on labor issues, Gayle went with Steve to one of their meetings where they were working on affordable housing, democratic party involved, and they would like to see CTA become more involved.  Shout out to NVEA from Queen of the Valley, they are closer to unionizing the nurses.  When in need of the community to support you it is good to have money in the bank.  We are very vocal during election time, and question has been asked why are we just visible during elections only? 
 
  • GTC - 28 people signed up to go, may need to look at scaling down number since the conference line item on budget is large.
 
  • NTC - we have 8 teachers registered
 
  • State Council Report - on going conversation about JANUS, Tony Thurmond is running for State Superintendent of Education and being supported by CTA.  There are districts who were contacted to try and get teacher contact information and they are being referred to school websites.  CTA has conceited that JANUS is going to happen not eventually happen.
 
  • NEA RA - Gayle put in her application to be on the ballot and anyone else who is interested can go to CTA website or look at the info in magazine
