FYI - March 15th - deadline for probationary teachers to be notified that they will be laid off, probationary teachers can get laid off within their first 2 years without reason

- LCAP Input - Elena Toscano
- Elena did a quick review of the LCAP and what it is. Wrote our first LCAP in 2014 and we create a 2 and 3 year plan that are reviewed
- There are 4 priorities (goals) that don’t change
- Objectives in design haven’t changed with the exception of #5 staying within budget ($$$ went up and now it is going down)
- Enrollment is going down (2016-17 down 280 students and will be the same for 2017-18). Truth is it costs too much to live in Napa
- PERS/STRS percentage district has to contribute is going up. If we keep same staffing it will cost us more
- Base funding dropping and supplement funding dropping. We need to flat line at $10 million for the next three years to survive.
- Question was asked when the meetings will be opened to the stakeholders. Elena said the meetings are always open and she was open to meet again to go into more detailed information
- Input and interests for 2016 were listed with information gathered from surveys etc. highlighted yellow items were items listed over and over
- Additional positions were added to address nutrition, PE - core instruction, edivate online training, all adoptions have an on-line component etc.
- Most supplemental budget is taken up by goal 2 (intervention teachers at elementary, AVID, AVID excel, Math 180 etc. at Middle School) 125 sections of supplemental coming out of our base
- LCAP info is on district website
- LCAP budget $26,433,381 (prior year $20,922,429)
- LCAP does not include all costs to run the district
- 2017-18 assumptions is our base (2,400,00) will remain flat (will probably go down), supplemental ($10,000,000), Some current costs need to be sustained
- Suggested by Gayle for site reps to get input from the members at their site as to see what is working well at our schools and what isn’t working and bring the list back to the next site rep meeting to share and that we are best representing who we as the site reps are representing

- First meeting was held in December upcoming meeting on Wed 2/1/17. Gayle went to school services where a meeting was held regarding the budget and what it looks like for schools. They are being conservative. Revenues for the state are down.
- 1.3% COLA increase for the budget not the people. If want to see an LCFF presentation let Gayle know. We were 96% funded to the goal and they are not increasing it for this year we are staying at the 96%.
- PARS goes to the board for final approval we needed 45 and there are 64 teachers taking advantage of PARS. Takes approx 6 years to recoup and for PARS to pay for itself

- In southern california designed for teachers who have been teaching less than 5 years. Gayle is looking to send 2 teachers from our district (March 10 - 12, 2017) fly down friday and return sunday NVEA pays for air fare.

- District is moving away from expulsion, suspension etc. goal is to keep kids in school but give ways for teachers to be able to teach and students be able to learn

- State Council Update -
- A lot of talk about fear amongst our students in regards to our current political issues leader and what is being said. We need to reduce the anxiety of our kids and to keep our political views out of the classroom.
