b. Friedrichs vs. CTA Link: The case was heard last week; won’t find out decision for several months. More information available online at CTA.org. CTA has begun contingency planning for if the case goes against CTA.
c. RA State Delegate Applications: This is NEA’s Representative Assembly being held in Washington D.C. June 30-July 8. Application forms due by January 29th. See Linda for form or information.
d. Teacher Scholarship Forms: There is money available for teachers to go back to school.
e. STRS Counseling Appointments: April appointments will be held in Napa office. Next year the rep will plan to hold a meeting in Napa every month due to high demand this year.
f. IBPS Training: Day 2 coming up on 2/9 for elementary and 2/11 for secondary.
g. Election Dates for NVEA Officers: President position is 100% release from the classroom; main focus is to support members. Chief Negotiator is 40% release & is appointed by the President (not an elected position); helps president with negotiations. Vice President’s main responsibility is membership and filling in for president as needed. Treasurer documents association expenditures and prepares reports for accountant and auditor. Secretary takes the minutes at the Site Rep and Exec Board meetings. Director of Communication keeps members aware and informed of various issues and what is happening with NVEA. Director of Human Rights is involved in all Human Rights issues, goes to meetings and conferences. Elementary Director attends Exec Board meeting, assists with elementary issues, and is in charge of Read Across America. Middle School Director attends Exec Board meeting, assists with middle school issues, informs association members of member benefits, and organizes the RAVE Reviews. High School Director assists with high school issues. State Council delegate represents NVEA at CTA’s quarterly State Council gathering where issues are heard and policy is made.

- Welcome and Adoption of the Agenda. Agenda adopted.
- Adoption of the Minutes from November 30, 2015: Minutes approved; available on the NVEA website.
- Treasurer’s Report—Dave Estes
- NVEA Budget Review: We’ve hired a new accountant because our previous accountant wouldn’t do the audits required by CTA. Taxes are done and sent in.

- First Vice President/Chief Negotiator—Gayle Young:
- Negotiations: Stipends, Salary Schedule, Evaluations, Workload, Monitoring Health Care, Budget/One Time Monies. At last Council meeting there was much discussion around the work of the Workload Committee including School by Design. All committees will be meeting twice in February. Budget Action Committee has been convened to decide on what to do with the One Time Monies that will be coming to the district from the State (discussion to include GASBY requirement).
- Membership: Training is easy with the new membership program CTA is now using. See Gayle if considering running for Vice President position.
- Directors-At-Large:
- Elementary—Laura Zinser: Read Across America Day coming up in March. Information will be coming out.
- Middle—John Burns, Benefits: No report.
- Director of Human Rights—Mary Duenow: Napa Library has the Basics of Meditation class at 7:00 pm tomorrow. PFLAG meeting at the Wolfe Center tomorrow night at 7:00 pm. There is still room at the Vintage Little Theater showing of the documentary “The Mask We Live In” at 5:45 pm tonight. CASA is looking for volunteers, there is an information meeting Thursday, January 28th, see Linda for address if interested.
- State Council—Patty Wyman: Linda and Patty attending State Council this weekend.
- Director of Communications—Mike Willmarth: There is much information online about the Friedrichs case. Forward on anything going on at your school sites you think is worthy of sharing on our website and Facebook page.
- CTA Update—Diana Lisi: No report.
- NVEA Committees: Budget, Read Across America, Scholarship Committee, Engagement, Step-Up Committee. Committees had time to meet following the adjournment of the Site Rep meeting.
